At Stoke upon Trent the 8th day of Augt. 1800 before the Reverend Wm. Fernyhough Surrogate, &c. On which Day appeared personally Thomas Lowe of the Parish of Cheale [Cheddle/Cheadle?] in the County of Stafford and being sworn on the holy Evangelists made oath as follows (to wit) That he is of the age of twenty one Years and upwards, and a Bachelor and intends to marry Mary Ann Harvey of the Parish of Bradley in the County of Stafford and Diocese of Lichfield [and Coventry?] aged eighteen Years and upwards: not knowing, or believing any lawful let or impediment by reason of any precontract consanguinity, affinity, or any other lawful cause whatsoever, to hinder the said intended marriage: WHEREFORE he prayed a Licence to be granted to him, to solemnize the said marriage in the parish Church of Bradley aforesaid, in which said Parish of Bradley the said Mary Ann Harvey hath had her usual abode for the space of four Weeks last past. Thomas Lowe. The said Thomas Lowe was duly sworn, and the Licence was decreed to be granted by me, Wm. Fernyhough, Surrogate.

The Staffordshire marriage-licence image names Thomas Lowe and Mary Ann Harvey and is a useful clue, but the bridge to William Lowe needs source-context re-check before being treated as confirmed.
